Clean electricity standard lands spot in $3.5 trillion Democratic-backed infrastructure deal

The Biden administration wants Congress to pass a clean electricity standard but is also prepared to pursue efforts to push utilities to ratchet down their emissions through the federal regulatory process should a national standard fail to make the final bill, according to Gina McCarthy, the White House’s national climate adviser. McCarthy said the administration believes a national clean energy standard would be more effective in prompting action on part of the utility industry to reduce emissions. Read more here.

Deb Haaland Confirmed As 1st Native American Interior Secretary

Deb Haaland, a member of New Mexico’s Laguna Pueblo, has become the first Native American Cabinet secretary in U.S. history. The Senate voted 51-40 Monday to confirm the Democratic congresswoman to lead the Interior Department, an agency that will play a crucial role in the Biden administration’s ambitious efforts to combat climate change and conserve nature.

Her confirmation is as symbolic as it is historic. For much of its history, the Interior Department was used as a tool of oppression against America’s Indigenous peoples. In addition to managing the country’s public lands, endangered species and natural resources, the department is also responsible for the government-to-government relations between the U.S. and Native American tribes. A future where energy is 100 percent publicly owned and not profit-driven isn’t such a pipe dream. Deep-red Nebraska has had publicly owned electricity — which consists of public utility companies, co-operatives, and power districts — since 1946. This means that the state’s energy framework is not based on making a profit, but instead on providing power as a basic human right to its people. Whatever surplus they generate gets invested back into the community. Because of this structure, the state has lower utility bills than neighboring states. Other publicly owned rural electric cooperatives dating back to the New Deal exist all across the country. These systems aren’t perfect, but they prove that public energy ownership is perfectly possible.

New $1.9 trillion COVID relief plan includes additional $4.5 billion for LIHEAP, American Public Power Association

The American Rescue Plan Act of 2021 signed into law by President Biden on March 11 includes a number of provisions of importance to public power utilities including an additional $4.5 billion in funding for the Low Income Home Energy Assistance Program (LIHEAP). Overall, the act provides roughly $1.9 trillion in direct aid to individuals, state and local governments, and businesses.

When an oil or gas well reaches the end of its lifespan, it must be plugged. If it isn’t, the well might leak toxic chemicals into groundwater and spew methane, carbon dioxide and other pollutants into the atmosphere for years on end. There are nearly 60,000 unplugged wells in Colorado in need of this treatment — each costing $140,000 on average, according to the Carbon Tracker, a climate think tank, in a new report that analyzes oil and gas permitting data. Plugging this many wells will cost a lot —more than $8 billion, the report found.

DOE’s Advanced Reactor Demonstration Program will provide $80 million to each award winner, DOE Secretary Dan Brouillette said Tuesday. DOE intends to invest about $3.2 billion over the next seven years into advanced nuclear, subject to future congressional appropriations, he said. The remainder of the $230 million appropriated for the program in the fiscal 2020 budget is meant to support additional nuclear demonstration projects. But Tuesday’s grant winners “stand out for advancing the technology,” as well as for the financial wherewithal to match DOE’s grants and complete their work within seven years, Brouillette said.

Preferred alternatives called for retiring several Wyoming coal-fired units early and developing renewable generation and storage. Shortly after release of the plan, the PSC announced it would investigate the IRP — an unusual measure for the commission to take.

Solar energy is poised for what could be its biggest transformation in over half a century. A group of materials called perovskites are being used to create the next generation of solar panels, which could eventually be twice as efficient as current models, and flexible enough to wrap around entire buildings. Researchers at Oxford PV, a company spun out of the University of Oxford, made a major breakthrough in 2018. By coating silicon with perovskite they achieved 28% efficiency. The company believes it can eventually reach 40%, or higher. Improved solar cell efficiency will enable installations to pump out more power with fewer panels, reducing costs, and the amount of land, labor and equipment needed to operate them.

The Best Electricity Plan: Overbuild Solar & Wind Power Plants

More than 8 years ago, researchers from the University of Delaware (UD) and Delaware Technical College (DTCC) put forward a rather “radical” idea — to deal with wind and solar power’s intermittency while also acknowledging wind and solar power’s falling costs, why not just overbuild wind and solar power plants in the future?

What seemed like a radical idea back in 2012 is gaining increasing support today. More and more people see that, indeed, solar power, wind power, and batteries have become cheap enough that you don’t need “baseload power” or other filler power plants in many places. Read more here.

Positing the argument that the final cost of solar energy depends on solar resource, the capital cost of generation facilities and the rate of return on finance, Ieefa’s Tim Buckley pointed out PV projects have continued to be deployed at scale during the global health crisis as finance interest rates have plunged to historic lows because central banks are attempting to propel all types of economic investment during the current shock. Some of the contributing factors include a diverse mix of industries, low jobless rates before the crisis and stronger state budgets. During the past seven weeks, 110,764 Nebraska residents filed initial claims for unemployment benefits, or about 10.5% of its March labor force, according to Labor Department data. Tenaska Clear Creek is the 18th power project that the company has brought online. The wind farm produces renewable energy under a 25-year power purchase agreement with Associated Electric Cooperative Inc., an electric generation and transmission cooperative based in Springfield, Missouri, that provides wholesale power to six regional cooperatives, including NW Electric Power Cooperative Inc. of Cameron, Missouri, and 51 local cooperative systems in Missouri, southeast Iowa and northeast Oklahoma that serve 910,000 members.

The dream of a solar-self-charging electric vehicle lives on. A Ford patent application was published this week for a roof-mounted device that, with a flip of a switch, cocoons the entire parked vehicle in a shield of solar panels. The patent application was filed on November 8, 2019, and published on May 14, 2020. Ford is not alone in its pursuit of putting solar panels on EVs. General Motors has partnered with TVA to power its Spring Hill manufacturing plant with solar energy. But at its Spring Hill, Tenn. manufacturing facility, the solar solution will commence operation much sooner through TVA’s Green Invest program.
