DOE Upgrades One Million Homes as Bipartisan Infrastructure Deal Provides Massive Investment in Energy Efficiency

WASHINGTON, D.C. — U.S. Secretary Jennifer M. Granholm traveled to Delaware today to announce that the U.S. Department of Energy (DOE) has upgraded one million American homes with energy efficiency improvements through the Home Performance with ENERGY STAR® program. The trip and milestone underscore the importance of the weatherization and energy efficiency investments that are within the recently passed Bipartisan Infrastructure Deal. Since 2001, the Home Performance with ENERGY STAR® program has helped American homeowners and renters save $7.7 billion on their energy bills and cut carbon emissions equivalent to a year’s worth of 11 coal-fired power plants.  

“DOE’s Home Performance with ENERGY STAR® program has helped one million homeowners make energy-savings improvements at an affordable price,” said Secretary of Energy Jennifer M. Granholm. “With the President’s Bipartisan Infrastructure Deal’s historic investments in energy efficiency and weatherization, we will ensure more Americans can benefit from cleaner air, more resilient homes, and lower energy bills.” Read more here.

WASHINGTON, D.C. — The U.S. Department of Energy (DOE) today awarded nearly $40 million to 40 projects that are advancing the next generation of solar, storage, and industrial technologies necessary for achieving the Biden-Harris administration’s climate goal of 100% clean electricity by 2035. Specifically, the projects will reduce the cost of solar technologies by increasing the lifespan of photovoltaic (PV) systems from 30 to 50 years, developing technologies that will enable solar to be used in fuel and chemicals production, and advancing novel storage technologies.

“We are laser focused on deploying more solar power and developing more cost-effective technologies to decarbonize our electricity system,” said Secretary of Energy Jennifer M. Granholm. “Research to develop stronger and longer-lasting solar panels is critical to addressing the climate crisis. The 40 projects announced today – led by universities and private industry across the country – is an investment in the next generation of innovations that will strengthen the nation’s solar capacity and enhance our grid resilience. PV PROJECTS

The University of Nebraska-Lincoln Is among the 2021 Photovoltaics Funding Program selectees.

This program will help achieve the Solar Energy Technologies Office (SETO) goal of lowering solar energy costs 50% by 2030. Some of the projects will help extend PV system life. The rest will lay the foundation for continued research that leads to new PV technologies to help achieve a carbon-free electricity sector by 2035 and a net-zero-emissions energy sector by 2050.

UNL’s Project Name: A Hot-Swappable, Fault-Tolerant, Modular Power Converter System for Solar Photovoltaic Plants
DOE Award Amount: $300,000
Cost Share: $75,000
Project Summary: This project will work to prove the concept of a fault-tolerant, modular power converter system for PV plants that does not require disconnection from the solar array to replace components. The system will contain innovations that enable 50% system cost reduction, 90% operation and maintenance (O&M) cost reduction, uninterrupted operation with 50 years of service life, improved manufacturability, and higher power density over the state of the art. The team will design, fabricate and test a 50 kilowatt (kW) prototype with over 99.5% inverter peak efficiency, less than $0.03 per watt system cost, and less than $0.5 kW-year O&M cost.

DOE Releases New Reports Highlighting Record Growth, Declining Costs of Wind Power

WASHINGTON, D.C. — The U.S. Department of Energy (DOE) today released three reports showing record growth in land-based wind energy, significant expansion of the pipeline for offshore wind projects, and continued decline in the cost of wind energy generation – laying the groundwork for significant future gains as the Biden Administration pursues rapid acceleration of renewable energy deployment to reach its goal of 100% clean electricity by 2035.

“These reports contain such terrific news: the U.S. installed a record-breaking amount of land-based wind energy last year. They underscore both the progress made and the capacity for much more affordable wind power to come – all necessary to reach President Biden’s goal of a decarbonized electricity sector by 2035,” said Secretary of Energy Jennifer M. Granholm. “At DOE, we will double down on efforts to deploy more wind energy around the country as we also pursue technologies to make turbines even cheaper and more efficient.”  Continue reading here.

WASHINGTON, D.C. and HOUSTON, TX — The U.S. solar market surpassed 100 gigawatts (GWdc) of installed electric generating capacity, doubling the size of the industry over the last 3.5 years, according to the U.S. Solar Market Insight Q2 2021 report, released today by the Solar Energy Industries Association (SEIA) and Wood Mackenzie. Solar had a record-setting Q1 2021 and accounted for 58% of all new electric capacity additions in the United States. Renewable energy accounted for nearly 100% of all new electric capacity in Q1. Confidence Among Renewable Energy Investors at an All-Time High: Report, Environment+Energy Leader

A new analysis released recently by the American Council on Renewable Energy (ACORE) finds that confidence among both renewable energy investors and developers is at an all-time high. The report, “Expectations for Renewable Energy Finance in 2021-2024,” presents the results of a new survey of large financial institutions and renewable energy development companies on their confidence in the sector in the aftermath of the COVID-19 pandemic. The new report also tracks progress on the $1T 2030: American Renewable Investment Goal, an initiative ACORE launched in 2018 to help secure $1 trillion in private sector investment in renewable energy and enabling grid technologies by 2030.

Successful bond sale yields $400 million for university building maintenance projects

The sale – the largest issuance of new bonds in NU history – was the first transaction after the passage of LB384, a plan championed by Sen. John Stinner of Gering to extend through 2062 a state-university partnership on deferred maintenance. The Legislature and Gov. Pete Ricketts’ approval of the bill this session allowed the university to capitalize on current historically low interest rates, resulting in a 2.99 percent rate for funds with an average lifespan of 35 years. Chancellors have developed initial lists of priority projects to be addressed with the new $400 million in bond proceeds. Notably, one-quarter of the proceeds – $100 million – will be used for energy efficiency or other “green” projects, reflecting a system-wide commitment to sustainability.

LB384: Provide for and change provisions related to transfers of funds and funding for university and state college facilities, create and change permitted uses of funds, and create a grant program.

Department of Natural Resources awarded grant for initiative to assess rare earth elements, critical minerals, The Missouri Times

JEFFERSON CITY, Mo. — A partnership between the Missouri Department of Natural Resources and the University of Kansas will receive $1.5 million from the U.S. Department of Energy to study the feasibility of recovering critical minerals from coal and associated strata in the Cherokee-Forest City Basin, which encompasses Kansas, Iowa, Missouri, Nebraska, Oklahoma and the Osage Nation. The Department of Energy’s Carbon Ore, Rare Earth and Critical Minerals Initiative is a $19 million nationwide effort to assess rare earth elements and critical minerals in fossil fuel-producing areas.

Production of rare earth elements and critical minerals, which serve as key components to several clean energy applications such as magnets in wind turbines and batteries in electric and conventional vehicles, is a prime example of how DOE is supporting regional economic growth and job creation in regions traditionally home to the fossil fuel industry.

Here’s what we know about the bipartisan infrastructure deal

A bipartisan group of 10 senators announced Thursday they have reached a deal on a $1.2 trillion infrastructure package, the most significant development yet in negotiations over a key priority of the Biden administration, but it still faces serious obstacles from skeptics in both parties. 

“Our group — comprised of 10 Senators, 5 from each party — has worked in good faith and reached a bipartisan agreement on a realistic, compromise framework to modernize our nation’s infrastructure and energy technologies. This investment would be fully paid for and not include tax increases,” the senators said in a joint statement. Read more here.

Solar for Manufactured Homes: An Assessment of the Opportunities and Challenges in 14 States, Clean Energy States Alliance

Manufactured homes, formerly referred to as mobile homes, comprise over six percent of America’s housing stock and represent an even larger share of housing for low- and moderate-income (LMI) households. This market should receive targeted attention if solar is to be developed equitably and if all segments of society are to realize economic benefits from solar.

This two-volume report describes the nature of the manufactured housing stock and shows how those homes are distributed across the country. It explains the general obstacles to LMI solar, as well as additional challenges related specifically to manufactured housing. It identifies the types of solar technologies that can work with manufactured housing and includes nine case studies that highlight ways in which solar can be deployed to benefit manufactured housing residents.

Quest for ‘common ground’ continues as clock ticks, E&E News
The effort to strike a bipartisan deal on infrastructure will continue this week, as Republicans are readying a counteroffer, two congressional committees will hash out how to pay for it all and lawmakers are jockeying to get their wish lists inserted into a final package. Following last week’s White House summit between President Biden and top GOP senators, Republicans say they could have an infrastructure counteroffer soon. Sen. Shelley Moore Capito (R-W.Va.), who is leading talks for Republicans, described the meeting as “very positive.”
