Solar farm west of Norfolk could be in commercial use by April

NPPD entered into an agreement with Sol Customer Solutions, a joint venture between Sol Systems and Arevon Energy Inc. Arevon will manage the asset, and Sol Systems will operate and maintain the array. Sol Systems, along with partners GenPro Energy Solutions and Mesner Development, executed a lease agreement with the City of Norfolk for the land where the solar panels are being installed along Highway 275 near Norfolk’s sewer maintenance facility. Grid operators’ ‘seam’ study paves way for renewable expansion, E&E News

The study identified seven transmission projects along the MISO-SPP boundary that would cost $1.65 billion and enable 28 gigawatts of new generation capacity — and perhaps as much as 53 GW — across MISO and SPP combined. The latter estimate, based on modeling by SPP, would roughly double the combined wind and solar capacity that currently exists in the two regions.

LES’ SUSTAINABLE ENERGY PROGRAM

LES Offers $1.5 Million Of Incentives Through Sustainable Energy Program, American Public Power Association

Since the program’s inception, LES customers have accessed nearly $28 million in program incentives and spent $220 million on energy-efficient equipment and/or services. “In total, energy efficiency projects that received SEP incentives have cumulatively saved more than 800,000 net megawatt-hours, or the equivalent annual electric use of 80,000 single-family homes,” said Marc Shkolnick, LES manager of Energy Services. Solar Demographic Trends and Analysis
Berkeley Lab tracks and analyzes solar-adopter demographic characteristics. A central element of this work is a tracking report describing income and other socio-economic trends of residential solar adopters over time and across geographies. The report is based on household-level income and other demographic data for residential solar adopters across the United States, and is intended to serve as a foundational reference document for policy-makers, industry stakeholders, and other researchers interested in demographic trends among residential solar adopters.

The report is published with an accompanying interactive data visualization tool that allows users to further explore the underlying data. Nebraskans for Solar Note: Nebraska is not yet on the map, but data from other states may be of potential interest.

Rural electric co-ops get shocking estimates of the cost to break up with Tri-State Generation

Some of Tri-State’s 43 member co-ops have voiced a desire to develop more homegrown and cleaner electric generation – they are required to buy 95% of their electricity from the association, which still has substantial coal-fired generation.

“This does not move the ball,” United Power CEO Mark Gabriel said. “I think they are off by three zeros,” he said of his co-op’s exit fee. The association’s filing was in response to a ruling in June by the Federal Energy Regulatory Commission that Tri-State’s exit policies were “unjust and unreasonable or unduly discriminatory.”  Read more here.

Inside Clean Energy: The Energy Storage Boom Has Arrived

Just five years ago, a 20 megawatt battery storage project was considered big. Now a 300 megawatt project, the largest in the world, has gone online in California, and even bigger battery projects are coming in 2021. Battery storage has entered a new phase of rapid growth, brought on by falling prices for lithium-ion batteries and rising demand for electricity sources that can fill in the gaps in a grid that is increasingly fueled by wind and solar. Solar Market Forges Ahead in Q3 as Residential Installations Recover and Utility-Scale Pipeline Grows

WASHINGTON, D.C. and HOUSTON, TX — U.S. solar companies installed 3.8 gigawatts (GW) of new solar photovoltaic (PV) capacity in Q3 2020, a 9% increase from Q2 installations as the industry experienced a recovery from the worst impacts of the COVID-19 pandemic.

According to the U.S. Solar Market Insight Q4 2020 report, released today by the Solar Energy Industries Association (SEIA) and Wood Mackenzie, solar accounts for 43% of all new electric generating capacity additions through Q3 2020, more than any other electricity source. The report projects a record 19 GW of new solar capacity installations in 2020, representing 43% year-over-year growth from 2019. Continue reading here.

Climate Risk In The Electricity Sector: Legal Obligations to Advance Climate Resilience Planning by Electric Utilities, by the Environmental Defense Fund and the Sabin Center for Climate Change Law at Columbia Law School.

Authors: Romany M. Webb, Michael Panfil and Sarah Ladin

This paper explores two legal doctrines, public utility law and tort law, which we argue obligate electric utilities to plan for the impacts of climate change on their assets and operations. Public utility law requires electric utilities to meet, among other things, prudent investment and reliability standards. Tort law establishes a duty of care that obligates electric utilities to, among other things, avoid foreseeable harm when performing acts that could injure others. We argue that, as climate science becomes more precise and predictive, these legal standards take on new meaning and require electric utilities to engage in climate resilience planning. ON-FARM SOLAR 

Indiana farmers see benefits in on-farm solar power for grain storage systems, contributed by Emergent Solar Energy, PV Magazine. “Every morning a potential energy source rises over the horizon to the east of my farm,” said Will Harlow, owner of the farm. “It seemed a waste to not harness this daily free energy source, erasing some of what I take from the grid. The solar components’ being made in the United States was also important to me. I hope if any positive comes from this pandemic, it is that we must do what we can to get production of all kinds returning to America.”

FERC Might Rewrite Solar Net Metering. Here’s What That Could Mean, by Ben Huffman and Marc Palmer, Greentech Media

On April 14, the New England Ratepayers Association (NERA) petitioned FERC to assert jurisdiction over any on-site, behind-the-meter generation that injects energy onto the grid. If FERC asserts such jurisdiction in the manner requested by NERA, individual states could lose control over their solar net-metering policies — with myriad implications for the U.S. distributed solar market. FERC is currently accepting comments and intervenors from individuals and organizations. The period to comment or intervene ends June 15, 2020.

To date, UC’s new energy investments have developed and accelerated 9.2 gigawatts (GWs) of wind and solar capacity across all the platforms in which it has invested. Directly attributable to UC Investments’ share of the platforms is 1.47 GWs of wind and solar energy capacity in the United States, Canada, the United Kingdom, Japan and India. According to the U.S. Department of Energy, 1 gigawatt of power is comparable to the energy produced by 3.125 million photovoltaic panels or 412 utility-scale wind turbines.

A high-voltage underground transmission line proposed to cross Iowa and Illinois is moving ahead without the landowner opposition that has dogged overhead transmission lines in the region. The SOO Green HVDC Link, which would span 349 miles from Mason City, Iowa, to a connection with the PJM grid at Yorkville, Illinois, has encountered no major objections at the four public meetings that have been held in Iowa and Illinois, according to project spokeswoman Sarah Lukan.

Colorado expedites Tri-State member exit charge case, as power supplier gets ‘split decision’ on FERC jurisdiction, Utility Dive

The Federal Energy Regulatory Commission (FERC) on March 20 accepted tariffs filed by Tri-State Generation and Transmission, meaning the agency will now have authority over wholesale rates for the cooperative’s member distribution utilities in New Mexico, Colorado, Wyoming and Nebraska. In a separate order, FERC determined it does not have exclusive jurisdiction over member exit charges, allowing complaints by La Plata Electric Association (LPEA) and United Power pending before the Colorado Public Utilities Commission (COPUC) to move forward.

Washington Gov. Jay Inslee today signed the Zero Emission Vehicle (ZEV) program into law. Engie, University of Iowa say ‘I do’ to 50-year, $1 billion+ partnership, by Sarah Golden, Senior Energy Analyst GreenBiz & VERGE Energy Chair

Per the agreement, Engie will help the university phase out coal from its on-site power plant in five years. The company has stated its intention to work with the university to transition towards a zero-carbon footprint. How will it achieve zero-carbon operations for the university’s two campuses, which span 1,700 acres and includes an internal hospital? Engie doesn’t know — yet. Although the service provider has yet to create an action plan for the UI campuses, it plans on including onsite renewable generation, energy storage, lighting upgrades, microgrids and a digital dashboard to manage its energy resources.
