Today, the Biden-Harris Administration released a comprehensive, government-wide strategy to measure, disclose, manage and mitigate the systemic risks climate change poses to American families, businesses, and the economy – building on actions already taken by the Biden-Harris Administration including just this week: a redesigned National Oceanic and Atmospheric Administration (NOAA) Climate.gov site to better connect Americans to climate explainers, data dashboards, and classroom-ready teaching resources; the Department of Labor’s new proposed rule to safeguard life savings and pensions from climate risk; as well as the Federal Acquisition Council’s advanced notice of proposed rulemaking to consider greenhouse gas emissions when making procurement decisions. NATIONAL COMMUNITY SOLAR PARTNERSHIP PROGRAM 

DOE Targets Five Million Households Powered by Community Solar By 2025, by Peter Maloney, American Public Power Association

The Department of Energy (DOE) recently set a new target for its National Community Solar Partnership (NCSP) program. The program’s new goal is to have community solar systems that can power the equivalent of five million households by 2025 and create $1 billion in energy bill savings on the way to reaching the White House’s goals of achieving 100 percent clean electricity by 2035 and ensuring that all Americans can benefit from renewable energy. The new target represents more than a 700 percent increase in community solar installations, DOE said.

To achieve its new targets, the DOE is offering free, on-demand technical assistance to NCSP partnership members. NCSP has distributed $1 million for technical assistance and said it aims to provide $2 million in the next year.

 A recent DOE study estimated that by 2030, GEBs could save up to $18 billion per year in power system costs and cut 80 million tons of carbon emissions each year. That is more than the annual emissions of 50 medium-sized coal plants or 17 million cars. DOE’s first two connected communities in Alabama and Georgia have already demonstrated this potential by using approximately 42-44% less energy than today’s average all-electric home.

MISSOURI’S PAY AS YOU SAVE PROGRAM

Missouri’s largest gas and electric utilities are all forging ahead with new programs that will finance customers’ energy efficiency upgrades and in many cases even decrease their monthly bills. Evergy is the state’s latest utility to launch a Pay As You Save (PAYS) program, in which the full upfront cost of energy efficiency projects — along with their savings — are rolled into the customer’s monthly bill.

FERC weighs grid plan that could revolutionize clean energy

The Federal Energy Regulatory Commission is weighing an overhaul of a major rule that critics say impedes the transition to a low-carbon grid while raising electricity bills. The agency has received comments from dozens of state regulators, electric utilities, clean energy groups and private companies on whether it should remove a policy allowing states to block demand response resources from wholesale power markets. Since the rule was established in 2009, an estimated 18 states have taken advantage of the “opt-out” provision.

Supporters of opening wholesale markets nationwide to demand response say it would go a long way in boosting all types of zero-carbon resources. In general, demand response constitutes a range of energy conservation programs — including “smart” thermostats and water heaters — that reduce or shift electric load to balance the power system. Rocky Mountain Power (RMP) seeks to turn distributed solar into solar-plus-storage grid assets in Utah, announcing on Thursday a partnership between battery manufacturer sonnen and Utah contractor ES Solar to retrofit thousands of solar homes. Distributed resource planning proceedings around the country are looking to solar-plus-storage as a “really good option to replacing other types of necessary grid upgrades,” from upgrading transformers to transmission line sizes, according to Rick Gilliam, Vote Solar’s senior regional director of DER regulatory policy.

CARBON DIOXIDE PIPELINES

Proposed carbon dioxide pipeline draws opposition from Iowa farmers and environmentalists alike, by Kate Payne, Iowa Public Radio

At a virtual public meeting Tuesday, speakers railed against the proposal by Summit Carbon Solutions to build a sprawling 2,000 mile long pipeline, more than 700 miles of which would pass through 30 of Iowa’s 99 counties. The Iowa Chapter of the Sierra Club is gathering signatures for a petition opposing the Summit project and another pipeline proposed by Navigator CO2 Ventures. The activist group is blasting the approach of CCS as a “false solution” to climate change. The organization, like other progressive-leaning climate advocates, sees CCS [carbon capture and sequestration] as extending a lifeline to carbon-based industries, at a time when the world needs to be ending its dependence on fossil fuels in order to stave off the worst impacts of climate change.

“Utility investments used to be the same for 10 or 20 years, but that’s not the case anymore,” [former Nebraska Director of Energy David Bracht], said, noting the creation of natural renewables energy [using energy from animal waste], solar energy; wind energy; and even battery storage. “And that’s why I’m excited about energy in Nebraska because I think we actually have opportunities in all of those areas.”

NEBRASKA LIHEAP

The LIHEAP Program provides heating assistance, cooling assistance, year round crisis assistance, emergency furnace repair and replacement, fan program and weatherization services for eligible Nebraska citizens/households. LIHEAP in Nebraska is solely funded through a federal grant (no general fund authority for aid).

Iowa City awards $60K in climate action grants

IOWA CITY — So many worthy causes, not enough money. That’s how Briana Hoffman, of West Branch, felt when she thought about supporting both local social service agencies and groups that fight climate change.

“I’ve always been passionate about our community, but at the same time I want to help the climate because I think our planet is in trouble,” Hoffman said. “I realized you can do both. By helping nonprofits be more energy efficient, you can actually help the planet and the nonprofit. In Midst of Record Heat Wave, Oregon Passes Clean Energy Bill with Microgrid Provisions

In the midst of a record-breaking heat wave, wildfires and power outages, the Oregon Legislature Sunday passed a billHB 2021 C, that calls for 100% clean energy by 2040 as well as the inclusion of microgrids as part of community-based renewable energy projects. Oregon Governor Kate Brown is expected to sign the bill. Temperatures hit 108 degrees on Saturday, 112 degrees on Sunday and 116 degrees on Monday in Portland. In addition, on Wednesday Brown called for a state of emergency in response to the wildfire threats across the state. Continue reading here.

U.S. Department of Energy Announces $160 Million in First Awards Under Advanced Reactor Demonstration Program, DOE News Release

DOE’s Advanced Reactor Demonstration Program will provide $80 million to each award winner, DOE Secretary Dan Brouillette said Tuesday. DOE intends to invest about $3.2 billion over the next seven years into advanced nuclear, subject to future congressional appropriations, he said. The remainder of the $230 million appropriated for the program in the fiscal 2020 budget is meant to support additional nuclear demonstration projects. But Tuesday’s grant winners “stand out for advancing the technology,” as well as for the financial wherewithal to match DOE’s grants and complete their work within seven years, Brouillette said.

Wyo criticizes utility’s plans to replace coal with renewables, Wyo File
PacifiCorp/Rocky Mountain Power’s IRP, released in the fall of 2019, is a rolling analysis for how to provide reliable, lowest-cost electricity for the next 20 years. Preferred alternatives called for retiring several Wyoming coal-fired units early and developing renewable generation and storage. Shortly after release of the plan, the PSC announced it would investigate the IRP — an unusual measure for the commission to take.

SOLAR CELL EFFICIENCY

Solar energy is poised for what could be its biggest transformation in over half a century. A group of materials called perovskites are being used to create the next generation of solar panels, which could eventually be twice as efficient as current models, and flexible enough to wrap around entire buildings. Researchers at Oxford PV, a company spun out of the University of Oxford, made a major breakthrough in 2018. By coating silicon with perovskite they achieved 28% efficiency. The company believes it can eventually reach 40%, or higher. Improved solar cell efficiency will enable installations to pump out more power with fewer panels, reducing costs, and the amount of land, labor and equipment needed to operate them.

Demand for renewable energy projects has never been greater. The newest, latest trend is the push for renewable energy projects with positive social impacts and benefits to marginalized communities. Indeed, some of the most significant consumers and supporters of renewable and carbon-free power are now making environmental and economic justice a central focus and condition of their use of and investments in clean energy projects. Utility leaders have identified racial justice as a top concern in the transition to a clean energy economy. Key stakeholders and influential civil rights organizations, including the NAACP, have created toolkits and are advocating for just energy policies and practices. The Rocky Mountain Institute announced this summer that it will be launching a residential solar program to expand the use of solar in communities of color. At the same time, clean energy transition legislation throughout the country is accelerating the need for carbon-free resources, including wind, solar, and storage projects, to replace traditional fossil fuel resources, such as coal, oil, and natural gas, to power the grid.     As you can see, the top solar power state per capita is probably not the one that came to mind for almost all of you. Would I have guessed that it would be Nevada? Nope. That said, the top 5 states are certainly states that lead for solar in a variety of ways. Wyoming, Utility Clash Over Coal-Boosting, Climate Fighting Tech, Bloomberg Law
Coal-dependent Wyoming, aided by a Trump administration study, is arguing for extending the life of the state’s coal-fired power plants and others across the country by retrofitting old plants with technology that would capture and either store or use climate-warming carbon dioxide emissions. But Rocky Mountain Power, a subsidiary of PacifiCorp, wants to retire several of its aging coal-generation plants in Wyoming ahead of schedule and invest roughly $4 billion in new wind energy, transmission, and battery storage projects in the state. And environmental groups favor that plan, rather than extending the life of coal plants.

Connecticut green bonds offer residents a chance to fund war on climate change, by Lisa Prevost, Energy News Network

The Connecticut Green Bank is offering residents a new way to personally invest in projects that confront climate change: mini green bonds. This month the bank will bring to market about $16 million in what it is calling Green Liberty Bonds. The bonds will have a $1,000 face value, an uncommonly low denomination that is intended to make them broadly accessible. 

The Connecticut Green Bank, the nation’s first, works with private-sector investors to provide financing for clean energy projects, including solar and efficiency upgrades in residential, commercial and municipal buildings. As of the end of fiscal year 2019, they had leveraged about $260 million in ratepayer funds to attract another $1.4 billion in private investment in green energy in Connecticut, according to their financial statements.

LEGAL ACTION AGAINST DISCRIMINATORY ROOFTOP SOLAR CUSTOMER RATES

Climate groups take legal action against Arizona utility for raising rooftop solar customer rates, Solar Power World. Five climate and energy-conservation groups took legal action in the 9th Circuit Court of Appeals to challenge an Arizona public power utility’s discrimination against rooftop-solar customers. The Salt River Project, a public power utility in Arizona, raised electricity rates for rooftop-solar customers by 60%.

  • Volkswagen & Porsche Push Ahead With Converting Factories To Make EVs, CleanTechnica Volkswagen Group is walking the walk when it comes to being part of the EV revolution. While other manufacturers are promising some plug-in hybrids and a few battery electric vehicles some day in the not too distant future, God willing and the creek don’t rise, Volkswagen has finished converting its factory in Zwickau to build only electric cars and has begun doing the same at its Emden facility. Meanwhile, Porsche has begun the same transition at its factory in Leipzig.

Wind energy increasing in Illinois and Indiana, despite challenges

Illinois and Indiana both saw significant increases in wind power in 2019, according to the recently released annual report of the American Wind Energy Association. The gains in both states show the potential for increasing wind power, whether a state has robust renewables incentives, like Illinois, or not, like Indiana.

In both states the progress came despite pockets of vocal opposition to wind energy. And in both states rural landowners, elected officials and other residents say they are increasingly seeing the benefits of wind, with payments to cash-strapped farmers, infrastructure improvements and tax revenue for schools. A red state template for 100% renewables? Utah bill unites Rocky Mountain Power, cities and activists

Utah has done what some thought impossible — getting approval from an 80% Republican legislature to move more than one-third of the state’s population to 100% renewables by 2030. House Bill 411 was shaped through unprecedented collaboration between Pacificorp subsidiary Rocky Mountain Power (RMP) —  the state’s Warren Buffett-owned electric utility — and clean energy activists. It will allow nearly 37% of the state’s energy load to choose a jointly-designed 100% renewables program that will meet customer demand for choice and allow utilities to replace coal generation with lower cost renewables.
