White House Announces Additional Actions to Help Families Afford Energy Bills, Building on Historic InvestmentsWhite House Briefing Room, February 1, 2022

The White House is joining states, localities, advocacy groups, and utilities in encouraging American families to apply for programs that can help hard-pressed families address home energy costs. These resources include the record funding for the Low Income Home Energy Assistance Program (LIHEAP) provided by the Biden-Harris Administration this year and funds to reduce home energy costs in the Bipartisan Infrastructure Law. In addition to outreach efforts across the Administration, the White House also announced information encouraging states to use all available American Rescue Plan resources for energy assistance and funding from the Bipartisan Infrastructure Law to reduce home energy costs. 

NEBRASKA AMONG STATES IN BIDEN’S METHANE REDUCTION PLAN

White House methane plan funds orphan well cleanup, rewards reduced farm emissions, Ohio Capital Journal

The White House plan listed how it would distribute $1.15 billion to 26 states eligible to receive funds to cap so-called orphan wells, which are no longer used for oil and gas extraction but can leak methane because former operators neglected to cover them. Each state is eligible for a $25 million initial grant, plus a combined $500 million in additional grants in the program’s first year. The Interior Department will provide more detailed instructions “in the coming weeks,” the department said in a news release.

A new program launched by the Biden administration will hire 1,000 people in the US to help expand the country’s clean energy infrastructure, a step the White House says is “critical to achieving the president’s goal of 100% carbon pollution-free electricity by 2035.” The Clean Energy Corps will draw from engineering, physical science, legislative affairs, and contract management sectors in its multi-disciplinary work. The creation of the Clean Energy Corps represents the largest expansion of the DOE’s workforce in nearly half a century.

SPP, MISO identify 7 cross-seam transmission projects that could unlock 81 GW of new generation, Utility Dive

The Southwest Power Pool (SPP) and the Midcontinent Independent System Operator (MISO) have identified seven possible transmission projects across their joint border that could allow 81 GW of potential generating capacity to interconnect with the grid. The transmission projects, costing about $1.8 billion, would relieve transmission constraints that are preventing wind, solar and other potential projects along the grid operators’ seam from being able to come online, according to a draft study released last week by the grid operators.

‘Build Back Better’ Hit a Wall, but Climate Action Could Move Forward

The climate portion of Build Back Better includes about $555 billion aimed at moving the American economy away from its 150-year-old reliance on fossil fuels and toward clean energy sources. Instead of penalties to punish polluters, the bill offers incentives for industries, utilities and individuals to shift from burning oil, gas and coal for energy and transportation to using wind, solar and other forms of power that do not emit carbon dioxide, the most plentiful of the greenhouse gases that are warming the world.

It would provide about $320 billion in tax credits for producers and buyers of wind, solar and nuclear power. Buyers of electric vehicles would receive up to $12,500 in tax credits. It would extend existing tax credits to lower costs for homeowners of installing solar panels, geothermal pumps and small wind turbines, covering up to 30 percent of the bills. Read more here.

APPA believes that if Congress intends to create incentives in pursuit of national energy and climate goals, it should realize that tax-based incentives will not have the market-wide reach of direct grants and other incentives. As a result, the association believes that tax-based incentives should be drafted to accommodate tax-exempt entities, including public power utilities.

2022 Outlook: FERC expected to prioritize transmission, power markets and gas infrastructure, by Ethan Howland, Senior Reporter

This is the third part of Utility Dive’s 2022 Outlook Series.

With its oversight of interstate transmission and wholesale power markets, FERC, an independent agency, has a major role in the energy transition. “FERC’s regulation is central to the resilient, reliable future grid that’s already developing,” John Moore, director of the Sustainable FERC Project at the Natural Resources Defense Council, said.

Potential changes to the transmission system are driven by the growth of renewable energy, especially in areas that are far from major population centers, according to Moore. Other developments that are driving a focus on transmission planning include the development of offshore wind farms and the shift away from fossil fuels for cars, trucks and buildings, which will drive up electricity use, Moore said.

In a filing with the Iowa Utilities Board, MidAmerican’s proposed project, called Wind PRIME, would add 2,042 megawatts of wind generation and 50 megawatts of solar generation. The company also proposed conducting feasibility studies focused on other clean generation technologies, including carbon capture, energy storage and small modular nuclear reactors.

The project would bring $1 billion in infrastructure investment to Illinois and create 1,200 jobs across three years of construction, according to Invenergy. It would develop an overhead and direct transmission line of approximately 780 miles delivering wind energy from western Kansas to utilities and consumers in Missouri and other states, according to its website.

[Lands] enrolled in CRP — including grasslands — play an important role in addressing climate change. For example, this enrollment of more than 2.5 million acres of grazing land into Grassland CRP will mitigate an additional estimated 22,000 metric tons of CO2 equivalent.

By the numbers: Nebraska ranked third in acres enrolled, behind only Colorado and South Dakota. Montana and New Mexico round out the top five enrollment states.

369 Mayors from All 50 States Urge Congress to Pass Bipartisan Infrastructure Framework, Stress Implementation Priorities

Washington, D.C. – Today, 369 mayors – including Republicans, Democrats and Independents from all 50 states and the District of Columbia – sent a letter to Congress urging them to take immediate action on the Bipartisan Infrastructure Framework announced by President Biden and a group of Republican and Democratic Senators on June 24th.

Secretary Granholm Announces New Goal to Cut Costs of Long Duration Energy Storage by 90 Percent

WASHINGTON, D.C.
 — U.S. Secretary of Energy Jennifer M. Granholm today announced the U.S. Department of Energy (DOE)’s new goal to reduce the cost of grid-scale, long duration energy storage by 90% within the decade. The second target within DOE’s Energy Earthshot Initiative, “Long Duration Storage Shot” sets bold goals to accelerate breakthroughs that store clean electricity to make it available anytime, anywhere and support more abundant, affordable, and reliable clean energy solutions.

“We’re going to bring hundreds of gigawatts of clean energy onto the grid over the next few years, and we need to be able to use that energy wherever and whenever it’s needed,” said Secretary Granholm.

Western U.S. grid plan could remake renewables

Bruce Rew, senior vice president of operations at SPP, said the expanded RTO footprint could utilize several grid connections that run from the Western Interconnection to the Eastern Interconnection. The connections are in Montana, South Dakota and Nebraska. Additional connections could be considered later. SPP’s bid to tie the nation’s main Eastern and Western grid networks together would be a first among existing RTOs. “I think it’s a very significant change in terms of how the electric grid is [operated] and what the potential benefits that closer operation between the Western Interconnection and Eastern Interconnection can provide,” Rew said. Promoting energy innovation and U.S. jobs through a Green Hydrogen Production Tax Credit, Next Era Energy

To meet the U.S. national climate goal of cutting emissions 50% by 2030 compared to 2005 levels, as well as the Biden administration’s 2050 net-zero emissions goal, the U.S. will need to scale a range of new clean energy technologies. A bipartisan group of 10 senators announced Thursday they have reached a deal on a $1.2 trillion infrastructure package, the most significant development yet in negotiations over a key priority of the Biden administration, but it still faces serious obstacles from skeptics in both parties. 

“Our group — comprised of 10 Senators, 5 from each party — has worked in good faith and reached a bipartisan agreement on a realistic, compromise framework to modernize our nation’s infrastructure and energy technologies. How infrastructure is banking on green banks

Quick, what do Alaska, Maine and South Carolina have in common? 

All three U.S. states are seriously evaluating the creation of green banks — financing institutions created with the explicit mission of combining public and private funds to invest in climate solutions and green infrastructure.
