Biden Revives ‘Clean Energy’ Program With $1B Loan Guarantee

The Energy Department said it would guarantee up to $1 billion in loans to help a Nebraska company scale up production of “clean” hydrogen to convert natural gas into commercial products used in manufacturing and agriculture.

The revived loan program is part of President Joe Biden’s efforts to slash planet-warming greenhouse gas emissions in half by 2030, amid legislative gridlock that has stalled a $2 trillion package of social and environmental initiatives. The Department of Energy’s first Energy Earthshot, launched June 7, 2021—Hydrogen Shot—seeks to reduce the cost of clean hydrogen by 80% to $1 per 1 kilogram in 1 decade.

The Hydrogen Shot establishes a framework and foundation for clean hydrogen deployment in the American Jobs Plan, which includes support for demonstration projects. Industries are beginning to implement clean hydrogen to reduce emissions, yet many hurdles remain to deploying it at scale.

Achieving the Hydrogen Shot’s 80% cost reduction goal can unlock new markets for hydrogen, including steel manufacturing, clean ammonia, energy storage, and heavy-duty trucks. This would create more clean energy jobs, reduce greenhouse gas emissions, and position America to compete in the clean energy market on a global scale. These efforts would ensure that environmental protection and benefits for local communities are a priority.

Coal-fired power plants to close after new wastewater rule

The new wastewater rule requires power plants to clean coal ash and toxic heavy metals such as mercury, arsenic and selenium from plant wastewater before it is dumped into streams and rivers. The rule is expected to affect 75 coal-fired power plants nationwide, according to the Environmental Protection Agency.

Those plants had an October deadline to tell their state regulators how they planned to comply, with options that included upgrading their pollution-control equipment or retiring their coal-fired generating units by 2028. Read more here.

More proof the clean energy transition is well underway: An oil and gas major embraces renewables

While some observers might claim we’re on the cusp of a clean energy transition, the reality is a widespread shift to renewables began years ago. The U.S. already has enough clean energy capacity to power 50 million homes, and over 300,000 Americans already have direct clean energy jobs. Economics are one of the biggest drivers. Because wind and solar costs have fallen by 90 and 70 percent, respectively, over the last decade, they’re now the most affordable sources of new electricity in much of the country. Nor are wind and solar niche technologies—many of the world’s biggest names in energy are rapidly adding renewables to their portfolios. NEW REPORT OF POTENTIAL INTEREST

America has the capacity to build an energy system around clean, renewable resources, according to a new report by Environment America Research & Policy Center and Frontier Group: We Have the Power: Reaching America’s potential for clean, renewable energy. The report found that U.S. solar energy resources have the technical potential to meet America’s 2020 electricity demand more than 77 times over, and U.S. onshore and offshore wind resources could meet America’s 2020 demand 11 times over. In addition, all 50 states have sufficient solar or wind potential to meet current electricity needs, and 49 have enough to do so under a 2050 scenario in which energy uses like transportation and buildings run on electricity.

Commentary: A call to action on race and equity in the clean energy industry

But for too long we’ve ignored a central question: for whom? A monolithic population? Or, more precisely, for the communities of color hurt first and worst by the impacts of climate change?

Nearly a century after the construction of the arsenal of democracy helped drive the U.S. from the depths of the Great Depression, as we find ourselves amid a pandemic and economic crisis, the prospect of a clean-energy economy puts us at the cusp of a bright new industrial age. Hurricanes and tropical storms continue to batter the Gulf Coast in a record-breaking year. And nearly 80% of Nebraska is experiencing a drought. Representatives from Divest NU returned to Thursday’s meeting of the board to renew their plea for the university to take action.

FEATURED CLIMATE EDUCATION PROJECT: CLIMATE CHANGE NEBRASKA

Climate Change Nebraska was created by journalism students at the University of Nebraska-Lincoln. For this in-depth project examining the impact of climate change on Nebraska, the College of Journalism and Mass Communications opened the rigorous application process to all students at the University of Nebraska-Lincoln. In the end, 20 students drawn from seven different colleges representing 13 different majors were selected for the yearlong project.

Students enrolled in the spring semester focused primarily on problems associated with climate change – including its impact on Nebraska’s agriculture, livestock, wildlife, public health, waterways, national defense and religions. Students in the fall 2020 semester will focus primarily on a range of potential solutions to a variety of climate change issues – including renewable energy sources, sustainability initiatives, no-till farming, carbon sequestration, nuclear fusion and stronger environmental laws.

Walmart is entering a partnership to help remove carbon dioxide from its supply chain. The discount giant is collaborating with energy management and automation provider Schneider Electric in a new program designed to educate Walmart suppliers about renewable energy purchases and accelerate renewable energy adoption through aggregate power purchase agreements (PPA). Known as the Gigaton PPA Program (GPPA), the initiative directly supports Walmart’s Project Gigaton, which aims to avoid one gigaton (one billion metric tons) of carbon dioxide from the retailer’s global value chain by 2030.

In the United States, 27 utilities have pledged to reach carbon free or net-zero emissions by 2050, according to the Smart Electric Power Alliance. That list includes major power companies like American Electric Power, Duke Energy Corp. and Xcel Energy Inc.

Ørsted offers a potentially tantalizing example. Its finances have benefited greatly from the shift, a stark rejoinder to long-standing arguments that swapping fossil fuels for renewables is a money-losing proposition. Last year, a panel of judges at the Harvard Business Review ranked Ørsted as one of the top corporate makeovers of the last decade behind the likes of Netflix, Amazon.com and Microsoft. It was the only energy company on the list.

Behind Microsoft’s bold plan to build social equity into clean energy buying

There were plenty of juicy news tidbits in Microsoft’s recent progress report about its goal to become carbon negative over the next decade. But its new goal to link at least 500 megawatts of forthcoming solar energy contracts to environmental justice considerations is bold for many reasons

“We spend a lot of time talking about the energy transition needed if our society is going to transition to a net-zero economy by 2050,” Microsoft’s environment chief, Lucas Joppa, told me. “Microsoft’s position is that the transition has to be an inclusive and just one.” The arrangement, with project financer, investor and developer Sol Systems, will prioritize opportunities and investments in communities “disproportionately affected by environmental challenges.” What does that mean more specifically?  Read more here.

Is renewable hydrogen set to revolutionize the grid?, E&E News
Hydrogen has long been made in the United States at scale by steam-reforming natural gas or coal. Bringing low-carbon hydrogen to cost parity with those types by 2023, as Morgan Stanley projects, would exceed the overall hydrogen industry’s estimates by several years. The bank’s optimism reflects the mood of other energy analysts, who point to the outlays in European stimulus packages and a growing number of proposed projects worldwide in saying that the timeline for cheap green hydrogen could be closer than many assume.

SolarAPP residential solar permitting app to launch this fall, PV Magazine
The National Renewable Energy Laboratory is “pushing toward” widespread release in October for SolarAPP, a web-based tool that local governments may adopt to speed permitting of residential solar installations. The October launch goal was announced by Jeff Cook, leader of the SolarAPP development project at NREL, in a webinar. The tool will be free to local governments, and will be funded by “a small fee” paid by solar contractors, an NREL spokesperson said.

New Zealand researchers have proposed a way to assess the technical and economic feasibility of PV-powered parking machines. Solar might be an ideal solution, but the siting of the machines is critical and should be planned in advance, in line with available solar radiation and potential shading. Smooth sailing so far for planned Iowa-Illinois underground power line, by Karen Uhlenhuth, Energy News Network

A high-voltage underground transmission line proposed to cross Iowa and Illinois is moving ahead without the landowner opposition that has dogged overhead transmission lines in the region. The SOO Green HVDC Link, which would span 349 miles from Mason City, Iowa, to a connection with the PJM grid at Yorkville, Illinois, has encountered no major objections at the four public meetings that have been held in Iowa and Illinois, according to project spokeswoman Sarah Lukan.

Colorado expedites Tri-State member exit charge case, as power supplier gets ‘split decision’ on FERC jurisdiction, Utility Dive

The Federal Energy Regulatory Commission (FERC) on March 20 accepted tariffs filed by Tri-State Generation and Transmission, meaning the agency will now have authority over wholesale rates for the cooperative’s member distribution utilities in New Mexico, Colorado, Wyoming and Nebraska. In a separate order, FERC determined it does not have exclusive jurisdiction over member exit charges, allowing complaints by La Plata Electric Association (LPEA) and United Power pending before the Colorado Public Utilities Commission (COPUC) to move forward.

ORION, Ill. – Randy DeBaillie pointed to the power meter on his snow-covered farm: Even on a foggy, monochromatic day, with the sun barely piercing the clouds, the flat black panels planted nearby in two long rows were generating electricity.

“There’s enough energy produced to run the whole complex,” said DeBaillie, 50, who farms 6,500 acres with his brother and cousin. They typically grow corn and soybeans each spring, but this year they want to put more solar panels on 15 acres – and sell the energy. The earnings, he said, would be about three times what an average harvest would yield there. Read more here.

generate both clean energy and long-term electricity cost savings. But that barrier is now being lowered for low-income customers of Xcel Energy. Xcel’s new Solar Rewards Income-Qualified Customers Program is
offering about $1 million in incentives for low-income Minnesotans who install solar energy systems.
