‘Game-Changer’ FERC Order Opens Up Wholesale Grid Markets to Distributed Energy Resources

The Federal Energy Regulatory Commission (FERC) passed Order 2222, which is intended to allow small distributed energy resources, like rooftop solar and behind-the-meter batteries, to participate in energy, capacity, and ancillary services markets operated by regional transmission organizations (RTOs) and independent system operators (ISOs).

RTOs and ISOs oversee the transmission grids serving electricity to two-thirds of the country. Much of the impact of the order will depend on how market rules are designed to incorporate distributed resources, which are predicted to reach 380 gigawatts of installed capacity across the country’s grid by 2025. RTOs and ISOs will have 270 days to file implementation compliance plans after Order 2222 goes into effect in 60 days. Read more here.

Report: Climate risks compound financial challenges for Midwest nuclear plants

A report released last week by Moody’s Investor Services found that five of Exelon’s six Illinois plants are at “high risk” and/or more extreme “red flag” risk for both heat and water stress. Exelon’s Quad Cities plant on the Mississippi River, meanwhile, is considered at high risk of flooding.  Other Midwestern plants are also considered at high risk for heat and/or water stress, including the Davis-Besse plant in Ohio, NextEra Energy Resources’ Point Beach plant in Wisconsin, NextEra’s Duane Arnold Energy Center in Iowa, Entergy’s Palisades plant in Michigan and Northern States Power Company’s Monticello plant in Minnesota, which is also at high risk of flooding. About the Nebraska wind farm Included in the purchase: The 118–turbine Prairie Breeze Wind Energy Farm located in Antelope, Boone, and Madison counties began commercial operation in March 2014. Redwood Materials is a startup founded by former Tesla chief technology officer JB Straubel. The company, featured in a lengthy Wall Street Journal article over the weekend, has a plan to take scrap metal from EV battery production and use that for the raw materials of other EV batteries. By sourcing leftover materials from current factories, the company can help lower the cost of batteries and also reduce considerable waste. Redwood Materials is already working with Panasonic (Tesla’s battery partner) to take scrap metal from the Gigafactory in Nevada. Straubel says that in 10 years he thinks the company can deliver battery materials for half the cost of mined materials.

  • D.C. Circuit Ruling Empowers Energy Storage Technology To Tap Bigger Markets, Forbes
    Energy storage, or the use of batteries to absorb electricity from the grid when it is plentiful and discharge it when it is scarce, is ready for the big leagues. That was the implication of a ruling on Friday from the U.S. Court of Appeals for the D.C. Circuit that has renewable energy enthusiasts beside themselves with glee. Analysts believe that the ruling could clear the way for the development of up to 50 gigawatts of energy storage, which would equal a third of the country’s current total wind and solar capacity.

The Department of Energy released a draft roadmap Tuesday for its Energy Storage Grand Challenge, first announced in January, which aims to develop and bring to market​ the next generation of energy storage technologies. The program also aims to advance a domestic supply chain for energy storage, something that has gotten increasing attention, analysts say, in the wake of disruptions caused by the COVID-19 pandemic. DOE is seeking public input by Aug. 21 to help inform the activities proposed under the draft roadmap.

How the University of Dayton divested from fossil fuels — and what happened to its bottom line, by Brian Roewe, National Catholic Reporter. More than 180 Catholic institutions worldwide have publicly committed to fossil fuel divestment. That includes Seattle University in Washington and Georgetown University in Washington, D.C. In Nebraska, Creighton University announced in February it was divesting a portion of its endowment.

15 states, DC will collaborate on 100% electric truck sales by 2050, Transportation Dive
Governors from 15 states and the mayor of Washington, D.C., signed a memorandum of understanding (MoU) to ensure 100% of medium- and heavy-duty sales are zero-emissions vehicles (ZEV) by 2050, according to a Northeast States for Coordinated Air Use Management (NESCAUM) press release. The group has an interim target of 30% electric vehicle (EV) sales by 2030.

Commentary: With battery technology ready, regulatory framework must catch up

The energy sector sits on the cusp of a truly transformative change: Utility-scale ready battery storage technology has arrived. As is with the case with many disruptive technologies, before reaping the benefits of energy storage — which are many — we need modernization of the regulatory framework. This work is well underway. In 2018, the Federal Energy Regulatory Commission issued Order 841, requiring regional energy agencies to adopt rules for energy storage.

According to the order, rules must allow energy storage to participate in the wholesale, retail and capacity markets. Then came FERC order 845, which asked for interconnection standards and clarity on how storage would participate in capacity markets. Across the nation, regional transmission organizations and independent system operators are developing plans to come into compliance with this order. Interestingly, the pitched battles at FERC around policies for fossil fuels and renewable energy have been absent from discussions about storage. Read more here.

Four Pennsylvania schools have teamed up to support a Texas solar farm that will supply them with “virtual” renewable energy, joining a trend among institutions of higher education to address climate change. Lehigh University, Lafayette College, Muhlenberg College and Dickinson College announced the partnership Monday to collectively purchase solar power. They signed a virtual power-purchase agreement to support production from a 45.9-megawatt share of a new 200-acre solar farm that will be built at an undisclosed location [in] Texas. The schools announced the agreement at Second Nature’s 2020 Higher Education Climate Leadership Summit in Atlanta.

How to Combine Solar and Geothermal Energy Sources

In terms of energy expenses, you can expect to save as much as 80% each year on hot water, heating and cooling when you switch from an HVAC system to a geothermal heat pump. Recent trends in these heat pumps — like smaller, modular “mini-split systems” — have made them an even more appealing option. As context, mini-split systems are a newer generation of geothermal heat pump which enables a homeowner to heat and cool a few rooms at a time, selectively. A zoned approach to heating and cooling and a solar energy system is often less expensive than central air conditioning and natural gas heat. Read more here.

  • Environmental Groups Add To Pressure For Energy Storage Tax Boost, Forbes. A group of nine influential environmental groups has joined calls for energy storage to get access to the same tax credits as solar and wind. Legislation has been introduced in both houses for an investment tax credit (ITC) for energy storage. As it stands energy storage systems have to be paired with an ITC recipient such as a solar farm in order to be eligible.

    The Empire State has charted a path that would transform it into a top-tier global storage market by 2025.
  • New Federal Rules are Helping Energy Storage Grow in the Midwest, The National Law Review
    Last year, FERC issued Order 841, which requires wholesale grid operators to develop tariffs for market rules for energy storage that recognize the physical and operational characteristics of electric storage resources, to facilitate their participation in wholesale electricity markets.
    Industry analysts expect FERC Order 841 to lead to more growth in energy storage development, once grid operators like the Midcontinent Independent System Operator (MISO) implement the new rules. FERC Order 845, which modernized FERC’s large generator interconnection agreement, also contained provisions which may boost storage development by making it easier for storage developers to secure interconnection agreements with grid operators.

Solar Shingles News: POWERHOUSE to turn on in December

RGS Energy says it expects to deliver its first POWERHOUSE solar shingles in December. RGSE projects revenue from an average POWERHOUSE kit sold to a roofer – 6.3 kW worth, including shingles, inverter, monitoring, non-electrical balance of system components and freight charges to be $19,000. The company expects a 30% gross profit margin on the product, with the overall department making $17 million on $127 million worth of sales. If these $127 million in reservations turn into orders, and the average cost per watt of the kit sticks at $2.80 per watt, then current order queue is approximately 45 MW-DC worth of product.   • The Federal Investment Tax Credit (ITC), currently 30%, reduces the cost of the $19,000 POWERHOUSE Kit by $5,700 to $13,300.
  • Established in 1978, RGS Energy is a Real Goods Solar Company that has installed over 25,000 solar energy systems for homes, businesses, schools, government facilities, and utilities across the country, totaling more than 260 megawatts.

Voters Raise Nevada Renewables Goal to 50%, NV Energy Has $2B Plans, CleanTechnica. Nevada voters approved a measure (Question 6) to increase the renewable energy portfolio standard for state utilities from 15% in 2025 to 50% by 2030, a goal for which NV Energy is preparing with $2 billion worth of requests for proposals this year. On the other hand, Nevada voters squashed a different electricity utility measure (Question 3) with an equally lofty goal of ending the virtual monopoly for NV Energy in the state, despite substantial groundswell prior to the Nov. 6 vote. The renewable portfolio measure was an initiative backed by NextGen Climate Action, a PAC funded by economic activist Tom Steyer. The measure also was supported by the Solar Energy Industries Association (SEIA) and Sierra Club.
